During 2005-2009, he was The Asia Foundation’s Representative in Afghanistan. He holds a Ph.D. in public administration and political science from Indiana University.ÌýDr. Varughese is currently on sabbatical as 2015-2016 Excellence Chair, Visiting Senior Scholar & Professor in Global and Area Studies at the University of Wyoming.
